[Based on the skill text] Both Skill 1 and Skill 2 are conditioned on "landing a full-charge shot on a target within effective range", so they keep firing as long as she is shooting, independently of her own Burst — all allies ATK ▲ 15.2% (scaling off the caster's ATK) and all allies penetration damage ▲ 18.36%. With a 20s burst cooldown she would usually cover Burst 2 directly, but in a composition where a faster or stronger Burst 2 such as Crown already holds the slot, these permanent buffs alone justify her place.
